The Mauritius Revenue Authority (MRA) is introducing an e-Invoicing system in Mauritius. With the advent of this Invoice Fiscalisation Platform (IFP), sellers will be required to fiscalise their invoices in real time with the MRA before issuing same to their customers.

Following the amendment to the Value Added Tax Act, businesses are required to connect electronically to the MRA’s system for registering all invoices and credit notes. The project will be implemented in phase, starting from big companies and then moving on to medium and small companies.

This e-Invoicing project has various advantages for the business community, such as enhancing the automated processing of invoices, fast track VAT refunds, pre-filled VAT returns, promoting voluntary tax compliance, containing the informal sector as well as promoting a friendly environment by implementing paperless e-storage of invoices. It reduces the compliance management cost. e-Invoicing improves voluntary compliance and ensures equity and fair competition among businesses.

Key things to remember about the Mauritius Revenue Authority e-Invoicing System

After sales information is captured and the transactions are added into the system and are transmitted to the MRA in real-time for the generation of e-invoices.
After successful transmission of every sales transaction, the MRA sends back the Invoice Registration Number (IRN) and QR Code data for the e-invoices generated.
If the Electronic Billing System (EBS) loses internet connection, the user can still process invoices. Once internet connection resumes, the system transmits all pending invoices in a batch and saves the MRA Generated QR Code and IRN.
For better security during data transmission, all data is encrypted when it is transmitted from the taxpayer’s end to the MRA.

The e-invoice generated by MRA E-Invoicing framework adds the following fields:

Invoice Registration Number (IRN): The MRA invoice registration number for the document transmitted.
Quick reference code (QR Code): This code is used to verify the authenticity of the e-invoice.
